The evidential hearings of Tranche 3 Phase 2 (“T3P2”) of the Undercover Policing Inquiry came to a close yesterday. The Inquiry was constituted to inquire into and report on undercover police operations conducted by English and Welsh police forces in England and Wales since 1968.
During the T3P2 hearings, the Inquiry heard evidence from 5 former undercover officers within the Metropolitan Police’s ‘Special Demonstration Squad’ and 15 individuals directly affected by those officers’ deployments.
Pump Court’s Timothy Salisbury and Nazmeen Imambaccus both appeared as Counsel to the Inquiry. Timothy conducted the Inquiry’s questioning of two activists whose groups had been infiltrated by undercover officers and who had formed friendships with them in their undercover identities. Nazmeen questioned Patricia Armani da Silva, the cousin of Jean Charles de Menezes, who was tragically shot and killed at Stockwell Tube station in July 2005, exploring the undercover police surveillance surrounding the family’s Justice for Jean campaign.
Tim Salisbury and Nazmeen Imambaccus are currently instructed as Deputy First Junior and Second Junior Counsel to the Inquiry respectively and also appeared at the inquiry hearings as led junior counsel. Several other members of Pump Court’s Inquests and Inquiries team have previously acted as CTI during the course of UCPI, including Paul Mertens, Naima Asif and Stephanie Painter.
Tranche 3 Phase 3 of the Inquiry will resume in June 2026.
