Timothy Akers is a dual-qualified barrister and solicitor specialising in regulatory, investigations, public law and complex contentious matters. He is frequently instructed in sensitive and high-profile inquests, professional discipline proceedings, public inquiries and regulatory enforcement matters, and continues to maintain a select portfolio of serious and privately funded criminal cases.
Tim has over 20 years’ experience advising organisations, regulators and individuals on contentious regulatory and public law matters in highly regulated and safety-critical sectors. He is recognised as a Legal 500 Leading Individual and is the former Deputy Head of the Regulatory & Disciplinary Team at Pump Court.
Tim has a developing practice and special interest in AI regulation, digital governance, data protection, blockchain and emerging technology disputes. He studied Internet Law at university and has been instructed on numerous occasions to act on behalf of the Information Commissioner’s Office. He is currently undertaking the AI: Law, Policy and Governance Certificate at the London School of Economics and Political Science.
Tim’s practice includes advising on complex and novel legal issues involving regulatory enforcement, governance, public safety, statutory interpretation and reputational risk. He has particular experience advising where existing legal and regulatory frameworks intersect with emerging technologies and modern operational systems, including communications infrastructure, digital systems and technology-enabled investigations.
His work frequently involves multi-agency, cross-border and multi-jurisdictional issues. He has acted on behalf of regulators, multinational organisations, public bodies and regulated professionals in matters involving complex evidential, compliance and enforcement issues.
As a qualified Solicitor and Solicitor-Advocate, Tim has extensive experience representing lay and professional clients in a wide range of matters, including proceedings before the Senior Courts, statutory tribunals and professional disciplinary tribunals. He is known for combining an approachable and down-to-earth manner with clear strategic advice and persuasive advocacy and is frequently praised for the exceptional level of client care that he provides.
Tim is appointed to List B of the List of Specialist Regulatory Advocates and is a Level 4 CPS panel advocate. He has acted as Legal Professional Privilege Counsel for the Serious Fraud Office on numerous occasions.
Tim is appointed to List B of the List of Specialist Regulatory Advocates. He sits as Clerk to the Disciplinary Tribunal of CILEx Regulation, providing legal advice in cases involving allegations of professional misconduct against members of CILEx, and is a Legal Adviser to the General Optical Council.

He has experience advising where existing legal and regulatory frameworks intersect with modern operational systems and developing technologies, including communications infrastructure and technology-enabled investigations. He is currently undertaking the AI: Law, Policy and Governance Certificate at the London School of Economics and Political Science.
He has detailed knowledge of anti-money laundering and financial crime regulation, having previously worked at a leading business crime law firm. He has drafted papers and presentations for international conferences on topics including AML, asset tracing and recovery, mutual legal assistance, corruption, fraud and the Bribery Act 2010.
Tim has acted for regulators, multinational organisations and regulated professionals in complex enforcement and compliance matters. He has substantial experience in health and safety and transport regulation and has advised on prosecutions brought by the Home Office in respect of clandestine entrants and on health and safety prosecutions brought by the former Office of Rail Regulation.
Tim is a Grade 4 CPS Panel Advocate and is ranked as a Leading Junior for crime in the Legal 500 2026. He represents and prosecutes individuals and corporates charged with serious and complex offences that range across the whole spectrum of criminal law.

Tim is an experienced military law practitioner who regularly represents members of the Armed Forces in the UK and abroad.

Tim has substantial experience in the field of transport regulation. He has represented national and multinational companies at Public Inquiries before the Traffic Commissioners. He has advised on prosecutions brought by the Home Office in respect of clandestine entrants and on health and safety prosecutions brought by the former Office of Rail Regulation.
Tim has a special interest in new technology, AI and autonomous driving, and has advised the National Ambulance Radio Programme on compliance issues arising from deployment of new communications technology in a safety-critical operational environment.
Tim is experienced in professional discipline law and often represents healthcare professionals and people in the caring professions in professional disciplinary proceedings.
As a qualified Psychotherapist, having undertaken a rigorous 5-year UKCP-accredited master’s degree, Tim is well-placed to represent mental health professionals (including psychiatrists, psychologists, psychotherapists and counsellors) before their respective regulatory tribunals when proceedings have been instituted by the likes of the GMC, HCPC, UKCP and BACP.
Tim has undertaken placements at Broadmoor (one of only three high-secure psychiatric hospitals in England and Wales), the Three Bridges medium secure unit of St Bernard’s Hospital, and The Fixated Threat Assessment Centre (FTAC), a specialist joint NHS/police unit which works to divert into treatment mentally ill people who pose a risk to public figures and members of the royal family.
Tim also represents companies and healthcare professionals in Coroner’s inquests, including Article 2 inquests. He sits as a Legal Adviser to the General Optical Council.
Tim Agrew up amidst the green pastures of the Oxfordshire countryside and developed an affinity for sport from an early age: playing school football in practically every spare minute he had until the season ended, then making the transition to tennis in the height of summer, before returning to the beautiful game when the season recommenced later in the year.
With his enthusiasm and drive to live an active sporting life, it seemed like a natural extension of his legal career to represent individuals involved in the sports world, hence Tim has acted for a number of sporting personalities in a private client capacity.
Tim has a wealth of experience in professional discipline law, sits as the Clerk to the Disciplinary Tribunal of the Chartered Institute of Legal Executives and has represented many clients in front of various professional conduct committees and panels. He has also drafted papers and presentations on fraud, bribery and corruption that have been delivered at an international level.
Having become convinced over the years that sport is, in fact, a state of mind, Tim keeps active, playing 5-a-side football and training in jiu-jitsu in his spare time. Whether he will make a return to his former sporting glory however is highly questionable.
Tim is happy to receive instructions in matters of alleged sporting misconduct, allegations of business crime involving sports organisations, associations and clubs, and associated private client work.
Tim has represented local authorities, care homes, medical professionals and members of HM Armed Forces in both Jamieson and Article 2 inquests.
Most recently, Tim represented a company operating several care homes at an inquest concerning the death of a resident who tragically passed away, after an agency healthcare assistant applied an incorrect valve to the resident’s tracheostomy, causing him to suffocate. After making written and oral submissions, the Assistant Coroner declined to make a finding of neglect, and a Prevention of Future Deaths report was considered unnecessary.
Tim is conversant with the FCA Handbook and has advised the FCA on an investigation into a multi-million pound company involved in the mass marketing and sale of speculative mini-bonds to vulnerable retail customers.
Having previously worked for a highly regarded, boutique white collar crime firm, he has drafted papers for international practitioner and industry conferences on fraud, bribery, corruption, AML and CFT. He has drafted a guide to the legal implications of the Fraud Act 2006 and a presentation on the Bribery Act for an American Chamber of Commerce conference in Hong Kong.
