Lucy Plumpton enjoys a busy practice of civil and public law. She has been engaged since 2019 as Counsel to the Grenfell Tower Inquiry, and also has a busy practice in commercial and personal injury work.
Lucy’s previous career at a multinational company has given her excellent commercial awareness and attention to detail. Her voluntary legal experience in the non-governmental organisation sector enhanced her research, analytical and interpersonal skills.
Having completed her pupillage at Pump Court Chambers in 2015, she has gained invaluable experience as an advocate across all areas of civil, family and criminal law in the High Court, the County Court and the Crown Court.
Lucy is the Data Diversity Officer for Pump Court Chambers. She delivers CPD training on topics such as Inquiries, GDPR, Insolvency and Personal Injury.
Lucy has longstanding experience within Inquiry counsel teams and on behalf of core participants.
Lucy is currently instructed as Junior Counsel to the Inquiry. Since 2019, she has been involved in various Phase 2 modules in tasks such as assisting Leading Counsel in drafting cross-examination plans, working on the preparation and presentation of expert evidence, disclosure exercises, and report writing.
Instructed by the Metropolitan Police Service (core participant).
Lucy advises and appears in various commercial cases, such as contractual disputes, debt recovery, insolvency and cases involving the unfair relationship provisions of the Consumer Credit Act 1974.
Lucy recently succeeded in obtaining permission to issue a writ of control to enforce a judgment obtained in a foreign jurisdiction, outside of the six-year time limit.
Lucy is frequently instructed in personal payment protection (PPI) insurance claims. She has enjoyed significant success in defending such claims on the basis of the inapplicability of the CCA 1974 provisions to historic cases, as well as limitation arguments.
She also acts in bankruptcy and insolvency cases both on behalf of creditors and debtors. She has a strong track record of obtaining costs orders for her clients.
Lucy has extensive experience of acting for Claimants and Defendants in personal injury work, including complex and multi-party litigation. She is regularly instructed in public liability, employers’ liability and road traffic accident matters.
Lucy has successfully pursued and defended against allegations of fundamental dishonesty on multiple occasions. She has successfully defended personal injury cases on the basis of alleged parties not in fact being present (phantom claimants). She brings a wealth of experience from prosecuting and defending a wide range of dishonesty offences, and her longstanding role on the Disclosure Panel for the Serious Fraud Office.
Her knowledge of the personal injury costs regime is excellent.
Lucy will consider instructions under conditional fee agreements. She delivers training for solicitors in all areas of personal injury work.
